The Wisconsin Department of Public Instruction (DPI) School Nutrition Team (SNT) monitors Wisconsin schools participating in the United States Department of Agriculture (USDA) National School Lunch Program (NSLP).
DPI has a need for a web-based system to assist staff in administering State schools’ and school districts’ (the School Food Authorities or “SFA’s’”) free and reduced price meal programs according to the requirements of the NSLP. The goal is a software system that will enable the State to monitor the activities of SFAs and obtain data from the SFAs in real time.
The purpose of this RFP is to provide interested parties with information to enable them to prepare and submit a proposal for the services necessary to:
--Develop an online web-based software solution using either existing software that is customized or a newly developed software solution;
--Implement a module-based web software system;
--Provide the first level of quality assurance testing on modifications to the software;
--Maintain the system; and
--Provide on-site and regional training and technical assistance for the software solution.
This software system will be a new system to DPI and will work with existing computer systems utilized by the State and school staff. The initial implementation of the software system would be to a pilot group of SFAs. Upon successful implementation and execution of the pilot program, the software system will be implemented in other SFAs.
DPI intends to use the results of this solicitation to award a contract to carry out activities associated with the Administrative Review and Training (ART) Grant, Method II received from the USDA in support of the NSLP.
