Scope:

This statewide contract is for authorized users to purchase non-IT (Information Technology) temporary help services, which includes clerical/labor temporary help, for assignments of twelve (12) months or less, and data entry services (on- and off-site), for assignments exceeding twelve (12) months. The scope does not include security guard services, temporary healthcare services or medical transcription services. This contract does not cover clerical/labor temporary help for regions 4 through 8. For clerical/labor temporary help in regions 4 through 8, agencies will use standard purchasing policies and procedures.

Current legislation requires that the contracting agency must complete a cost benefit analysis (CBA) for each contractual service procurement involving an estimated expenditure of more than $25,000. Users of Contract 15-96269-601 must comply with this requirement. The analysis should be based on the projected need of the services regardless of the contract term, for example, a year if the agency knows it will use the contract for a year; or it may be shorter term if services will be used for one time for a portion of a year. In addition, the agency must complete a continued appropriateness of contracting for services for an expenditure of more than $25,000. The continued appropriateness must be completed at the time the agency renews the project for a subsequent term. Please refer to State Procurement Manual PRO-I-15, Cost Benefit Analysis, for policy, forms and instructions. Users are not required to issue a notice to the appropriate labor organization(s) (per PRO-I-9, Compliance with Collective Bargaining Agreements/Notification of Labor Organizations) since the Bureau of Procurement has filled this requirement.
