Scope:

Office Furniture Contract – General Information

Scope: This is a statewide, mandatory contract for the purchase of office furniture within seven categories: Open plan systems, Private office, Ergonomic seating, Non-ergonomic seating, Storage, Tables, and Training room furniture.

The scope does not include residence hall furniture, kitchen, library, laboratory or lounge furniture.

Contract Period: the contract term is for three (3) years, October 13, 2006 to October 12, 2009 with provisions for two (2) additional one-year periods. This contract is mandatory for all State agencies and University of Wisconsin System.

User Guide: For complete detailed information on the usage of this contract, please see “User Guide” in the Attachments below. The User Guide contains information on vendors who were awarded specific subcategories, Contractor contacts, ordering and payment, service level expectations, along with questions about BSI and waivers. Within the User Guide under Section 3, there is a pricing spreadsheet that includes information on discount structure, Dealers, delivery and installation costs, Dealer contacts and Contractor/Dealer Websites. Most of the Contractor websites contain retail pricing of their products. It will be the responsibility of the Authorized User to request catalogs and price lists if desired. The User may also directly contact the Dealer’s representative for product information and cost.

Pricing: The Pricing spreadsheet defines the discounts for each Contractor. The Pricing spreadsheet can be viewed either in Section 3 of the User Guide or as a separate document in the Attachments below—Pricing Spreadsheet. Contractors will not be permitted to increase their list prices from the start of the contract through June 15, 2007 without an agreement with the Contract Manager. The Pricing information/spreadsheet can be found as a separate attachment below or within the User Guide document. Refer to Section 5 of the User Guide for instructions on ordering and usage of the pricing spreadsheet.

Contractor: The contract has been awarded to numerous manufacturers who are named as the Contractor in the User Guide. The Contractors’ products will be distributed through their Dealers. All ordering and invoicing will be made through the Dealers. Refer to the User Guide.

Wis. State Statutes mandates that purchases must be made from Dept. of Corrections—Badger State Industries (BSI). Authorized Users must always determine if BSI can meet their needs with a product that is priced comparably to the market. It has been determined that comparable is a 3% margin for total cost of product including delivery and installation costs. See the User Guide for further explanation on buying from BSI.

State Statute also states that BSI may sell wood and metal office furniture only to state agencies. Municipalities and school districts are excluded. However, wood and metal furniture for non-office applications may be sold to all BSI market segments.

Delivery & Installation: Refer to the Pricing spreadsheet, Delivery & Installation tab for costs.
(1) F.O.B. Destination – Inside Dock/Door: Delivery will be made by common carrier or vendor truck, with unloading to be performed by the carrier/vendor and carton(s) transported to the interior/ground floor or inside dock of the agency facility; installation and setup will be performed by the agency.

(2) F.O.B. Destination – Installed: The vendor will deliver and install the furniture, set in place, ready for use. Packing and debris will be removed by the vendor and completely removed from state premises.
