Effective September 1, 2009: The State implemented a monthly Police & Fire Protection fee at a rate of $.75 for each wireless telephone number appearing on a bill. This fee will be applied to the first ten wireless telephone numbers per bill. The Police & Fire Protection fee must be paid by entities using this Contract.

Wisconsin USF Fee Information:
AT&T Mobility - Billing will commence December 1, 2009.
Formula - 1.41% except 1.9601% on intrastate toll and 0% on interstate toll.

US Cellular - Billing started October 1, 2009.
Formula - 0.12380% x intrastate charges. Note - the PSC believes USCC is under-billing this charge, so expect it to increase. More to come on this as more is known.

Verizon Wireless - Billing will commence January 1, 2010.
Formula - $1.16 per mobile telephone number.



The State contracted wireless voice and data airtime, handheld devices and support as detailed:

Primary Contractor for Southeast Region -- U.S. Cellular (Contract 15-91575-701)

Secondary Contractor for Southeast Region -- Verizon Wireless (Contract 15-91575-703)

Primary Contractor for the Southwest Region -- U.S. Cellular (Contract 15-91575-701)

Secondary Contractor for Southwest Region -- None

Primary Contractor for Northeast Region -- Cellular One (Contract 15-91575-702)

Secondary Contractor for Northeast Region -- None

Primary Contractor for the Northwest Region -- Cellular One (Contract 15-91575-702)

Secondary Contractor for Northwest Region -- None

The primary Contractor for each region shall provide all wireless voice and data airtime, handheld devices and support unless an agency receives in writing a Department of Administration Division of Enterprise (DET) waiver to use the Secondary Contractor. Waivers will only be considered for technical or functional reasons.

During contract implementation and at new line activation thereafter, basic equipment needed to utilize the wireless voice only and walkie-talkie technologies (handset, battery, AC adaptor, hands-free device and optional belt clip or carrying case with built-in belt clip) shall be provided to each agency user at Contractor’s expense. Contractor shall be responsible for maintenance, repair and/or replacement of basic equipment provided to agencies throughout the life of the contract.
