- 03/11/2015 - Amendment 5 (attached) to the Master Purchase Agreement (MPA)has been signed to extend the agreement with ESRI to 05/5/2017. The price list is also part of the Amendment. The amendment also updates the terms for Professional Services (form E600), and add new terms for ESRI’s Implementation Service (“Services Packages”)on page 25 of the PDF. The Services Packages are optional, fixed fee services that provide software implementation consulting, enterprise consulting and training on ESRI products. The terms of the MPA shall govern with precedence over the Implementation Service terms. CBA and Services rules per Procurement Manual still apply per note below on 7/1/2013.
Professional services can now be purchased off this contract (hourly rates are included in Amendment #3). State Agency users must be aware of the possible need for a Cost-Benefit-Analysis (CBA) for any transaction in excess of $50,000. See State Procurement Manual PRO-I-15 for policies and procedures. These services are very expensive, so try to negotiate lower hourly rates or obtain a fixed price. The services are not intended for purchases that would involve a build-your-own application, but does include some customization of existing GIS software.
Amendment 3 (attached) to the Master Purchase Agreement (MPA)has been signed to extend the agreement with ESRI to 03/5/2015. Price list is also part of the Amendment.
Amendment 2 (attached) on the Master Purchase Agreement (MPA) has been signed to extend the agreement with ESRI to 11/2012.
There are some sections of the MPA that changed. All changes are listed on page one and are included in the 2011 Amendment.
Some sections of the MPA did not change. In order to see the MPA language and the terms that did not change, you have to go to the 2008 or the 2010 versions of the Contract (both are attached).

This contract is for the purchase of Geographical Information Software (GIS) from ESRI and maintenance/support. Following are vendor contacts, commodity codes, the contract and pricing. Any questions regarding the contract should be referred to the contract manager.
This Contract includes terms and conditions and hourly rates for services to simplify any future services negotiations. However, the State has no procurement authority to purchases these professional or consulting services using this Contract.
Agencies may use this Contract for professional or consulting services only after the agency has received the proper procurement authority. If the cost of the services is over $25,000, the following is required. Complete a CBA, conduct the Bargaining Unit notification, issue an RFS on the mandatory IT Services Contract (the VMS), obtain a waiver from the State Bureau of Procurement's IT Services Contract Manager if the RFS process does not produce a viable candidate and conduct one of the following, an RFB, RFP or an RPA to obtain a Governor's waiver.
If the cost of the services is under $25,000, the agency must do the following. Issue an RFS on the mandatory IT Services Contract (the VMS), obtain a waiver from the State Bureau of Procurement's IT Services Contract Manager if the RFS process does not produce a viable candidate and conduct the simplified bid process or write a justification for a sole source procurement.
