Content:
- "Serial contracting" is the practice of a delegated unit issuing a series of purchase orders which total more than $25,000 in any 90-day period, to the same vendor for the same commodity or service without benefit of bidding or a waiver. By writing several smaller orders, the agency avoids official sealed bidding procedures required for purchases over $25,000 and thus circumvents the law. When multiple purchases are occurring/reoccurring in a short period of time, it indicates that split purchases may be taking place.
- Serial contracting is prohibited.
- At fiscal year-end, the central purchasing office will audit its agency for similar transactions which could be anticipated and consolidated into a single transaction in the next fiscal year period.
