Scope:
- to define the scope of telecommunications services and facilities
- to establish authority and policy for telecommunications systems acquisitions and use
Definition:
"Telecommunications" refers to all services and facilities capable of transmitting, switching or receiving information in any form, by wire, radio or other means. Voice and data communications services and voice and data telecommunications equipment and services include, but are not limited to, voice processing, video conferencing, PBX (Private Branch Exchange) and key systems, ACD (Automatic Call Distribution), non-STS (State Telephone System) long distance, ISDN (Integrated Services Digital Network) and IVR (Interactive Voice Response), and LAN (Local Area Network) interconnection (WAN, i.e., Wide Area Network) services.
Content:
- The Bureau of Telecommunications Management (BTM), Division of Technology Management, Department of Administration, develops policy and procedure to ensure a coordinated cost-effective approach to telecommunications system acquisition and use, and reviews telecommunications activities to ensure operational efficiency and consistency with goals and objectives.
- When the estimated annual amount is over $10,000, the agency will obtain a Telecommunications System Study Report (TSSR) (form DOA-6497) from the state telecommunications acquisitions officer, BTM, and complete and return it to the officer. Upon approval, BTM will submit a signed copy of the TSSR to the agency purchasing office; and, the agency will proceed with the acquisition using the appropriate procurement process, i.e., a contract, simplified bid, or request for bid/proposal.
Note: Excluded from the TSSR requirement is LAN equipment or existing WAN data communication systems which will simply add drops to the states consolidated data network.
- The State Bureau of Procurement reviews Requests for Purchasing Approval/Authority (form DOA-3046) for telecommunications services and equipment if the amount exceeds the agencies delegated purchasing authority.
