Scope:
- to establish authority and policy for the development and administration of standard terms and conditions in the state's procurement process
Content:
- Procurements are made by the state according to standard terms and conditions established in writing by the State Bureau of Procurement. All contracts for materials, supplies, equipment, or contractual services are to run to the State of Wisconsin and be signed by the secretary of the Department of Administration or a designee.
- All requests for bids/proposals will contain, at a minimum, the standard terms and conditions of form DOA-3054, Standard Terms and Conditions (Request for Bids/Proposals), and for services form DOA-3681, Supplemental Standard Terms and Conditions for Procurements for Services, and will become a part of all state contracts and purchase orders.
