Scope:
- to define temporary help
- to establish procedures for contracting for temporary help
Definitions:
- "Temporary help" means a short-term need for staff acquired by contracting for the services.
- "Job assignment" means the need for temporary help to handle a specific work function for a specific period of time. For example, a job assignment could include: a receptionist to substitute for someone on an extended leave; or four stock clerks to inventory property at year end.
Content:
- If the agency does not wish to use the current statewide contract (i.e., 15-96269-(01)) but instead wishes to use the noncompetitive negotiation (sole source) process over $25,000, the agency will submit a Request for Purchasing Approval/Authority (RPA) (form DOA-3046) and receive approval to contract for temporary help prior to contracting for services. (The RPA is available on VendorNet.)
- An RPA for temporary help will satisfy the following:
- Describe the job assignment including the number of employees and the length of the assignment;
- State that the agency has no employee in lay-off status who could perform the job assignment;
- Demonstrate that the job assignment can be performed more economically or efficiently by contract than by current state employees or by hiring permanent, project or limited term employees;
- Provide reason for not assigning the work to state employees; e.g., permanent, limited term or project employees; and
- Provide a copy of the agency’s notice to the appropriate labor organization of its intention to contract for temporary help, indicating the general area of need.
- For purchases from the statewide contract or other delegated transactions, the agency will document the requirements of CONTENT II. A. through D. above and retain records to support compliance.
