Federal procurement of recycled products is mandated by Section 6002 of the Resource Conservation and Recovery Act. The Environmental Protection Agency issues procurement guidelines that are mainly directed at federal executive agencies, but which can also apply to state and local governments spending appropriated federal money. Several Executive Orders issued by President Clinton directed EPA to develop the Comprehensive Procurement Guideline, or CPG. The CPG designates products which are made with recovered materials, and recommends practices for buying the products. EPA must periodically revise the CPG, and maintains an extensive website with product recommendations, sources, and resources.
