How is state purchasing governed?

State laws place authority and responsibility for all state purchases in the Department of Administration, State Bureau of Procurement, (Wis. Stat. 16.71). The state Bureau develops policies and procedures to fulfill the requirements of the laws. The laws also establish competitive bidding as the preferred method of doing business because it is open, fair and allows anyone to compete.
